Ladies and gentlemen,
Good morning/afternoon! Today, I want to invite you to ponder a timeless piece of Chinese ecological wisdom – “Qu Zhi You Du, Yong Zhi You Jie”, which translates to “Take with Moderation, Use with Restraint”. At its core, this philosophy calls for us to harvest natural resources within ecological boundaries and consume them with prudence. And nowhere is this wisdom more vividly embodied than in the revival of Dianchi Lake, our beloved “Plateau Pearl”.
This ancient tenet has been translated into concrete, far-reaching actions in Dianchi’s governance. On a national scale, the Key River Basin Water Eco-protection Plan prioritizes curbing Dianchi’s eutrophication. The decade-long fishing moratorium and fish restocking initiatives are quintessential practices of “taking with moderation”, breathing new life into the lake’s dwindling aquatic ecosystem. Meanwhile, water-saving programs championed by agricultural and rural authorities epitomize “using with restraint”, forging a path of sustainable resource management.
Locally, Kunming’s Jinning District has set a shining example with its innovative “three-water co-governance” strategy. By upgrading irrigation systems, the district has slashed per-mu water consumption from over 800 cubic meters to a mere 300. That’s a staggering annual reduction of 38 million cubic meters drawn from Dianchi Lake! What’s more, the region’s “algae-water integrated management” platform has worked a miracle: turning the once-nuisance cyanobacteria into nutrient-rich organic fertilizer, truly achieving the circular economy ideal of turning waste into treasure.
Now, let me take you to a tiny village that I visited last summer – Haiyan Village on the shores of Dianchi. I was struck by the incredible changes there. Gone were the days when fishermen cast nets recklessly to eke out a living. Instead, they now work as greenway custodians or run vibrant local markets. Every household has swapped wasteful fixtures for water-efficient appliances. And the results? The lake water glistens clear again, flocks of gulls and herons have returned to nest, and villagers’ incomes have seen a steady rise. These small, everyday changes are the most compelling proof of how “Take with Moderation, Use with Restraint” can transform our world.
So, what does Dianchi’s stunning metamorphosis teach us? It is the most powerful testament to the profound ecological wisdom of “Take with Moderation, Use with Restraint”. True harmony between humanity and nature is not a lofty ideal – it is rooted in bounded extraction and disciplined consumption. Let us carry forward this age-old wisdom, cherish every inch of our green mountains and clear waters with a spirit of temperance, and join hands to build a sustainable home for all living beings
